เสวนา “วิพากษ์แนวทางการแก้ไขปัญหาการกัดเซาะชายฝั่งและข้อเสนอใหม่เพื่อชายหาดไทยยั่งยืน”
จากข้อเรียนของเครือข่ายประชาชนทวงคืนชายหาด ทำให้เกิดการตั้งคณะกรรมการพิจารณาศึกษาแนวทางการแก้ไขปัญหาการกัดเซาะชายฝั่งทั้งระบบขึ้นในรัฐบาลชุดที่ผ่านมา ซึ่งมีข้อเสนอสำคัญหลายประการต่อการแก้ไขปัญหาการกัดเซาะชายฝั่งทั้งระบบ แต่อย่างไรก็ตามคณะกรรมการชุดดังกล่าวนั้นได้สิ้นสภาพลง เนื่องจากการเปลี่ยนผ่านรัฐบาล ทำให้ข้อเสนอใหม่ต่อการแก้ไขปัญหาการกัดเซาะชายฝั่งทั้งระบบนั้นยังไม่ถูกการพิจารณาและประกาศใช้ ทั้งนี้กลุ่ม Beach for Life และเครือข่ายประชาชนทวงคืนชายหาด เห็นว่าเพื่อการสร้างการรับรู้ร่วมกันของสังคมต่อข้อเสนอใหม่ในการแก้ไขปัญหาการกัดเซาะชายฝั่งทั้งระบบโดยภาคประชาชนนั้น จึงควรมีการจัดเสวนาขึ้นเพื่อวิพากษ์การแก้ไขปัญหาการกัดเซาะชายฝั่งในห้วงเวลาที่ผ่านมาและนำเสนอข้อเสนอใหม่ต่อการแก้ไขปัญหาการกัดเซาะชายฝั่งเชิงระบบ งานเสวนาจะจัดขึ้นในวันที่ 10 มกราคม 2567 เวลา 10.00 – 12.30 น. ที่ SEA Junction ชั้น 4 หอศิลปวัฒนธรรมแห่งกรุงเทพมหานคร โดยมีผู้เข้าร่วมเสวนาดังต่อไปนี้ 1. ผศ.ดร.สมปรารถนา ฤทธิ์พริ้ง คณะวิศวกรรมศาสตร์ มหาวิทยาลัยเกษตรศาสตร์ 2. นายประสิทธิ์ชัย หนูนวล เครือข่ายประชาชนทวงคืนชายหาด 3. นายอธิวัฒน์ เส้งคุ่ย เครือข่ายประชาชนทวงคืนชายหาด 4. นายปิ่นสักส์ สุรัสวดี อธิบดีกรมทรัพยากรทางทะเลและชายฝั่ง ดำเนินรายการเสวนา โดย นายอภิศักดิ์ ทัศนี กลุ่ม Beach for Life สำหรับข้อมูลเพิ่มเติมและการเข้าร่วมเสวนา กรุณาติดต่อผู้ประสานงานที่หมายเลขโทรศัพท์ 099-317-6769 หรือ Inbox เพจ Beach for Life Thailand จัดโดย Beach for Life ร่วมกับมูลนิติธรรมสิ่งแวดล้อม, มูลนิธิศูนย์ข้อมูลชุมชน, มูลนิธิภาคใต้สีเขียว, The Patani Resource, เครือข่ายนักกฎหมายสิทธิมนุษยชนภาคใต้ และ SEA Junction

สิทธิและที่ดินทับซ้อนในพื้นที่ป่าอนุรักษ์ทั่วประเทศเป็นปัญหาที่คาราคาซังต่อเนื่องมาอย่างยาวนานของประเทศไทย แม้จะมีแนวทางแก้ปัญหาต่างๆ แต่ยังไม่สามารถแก้ปัญหานี้ให้เสร็จสิ้นเป็นที่ยุติได้จนถึงปัจจุบัน อุทยานแห่งชาติทับลาน ได้รับการประกาศเป็นอุทยานแห่งชาติลำดับที่ 39 เมื่อวันที่ 23 ส.ค. 2524 โดยมีเนื้อที่ประมาณ 1,400,000 ไร่ เป็นอุทยานฯ ที่มีขนาดใหญ่เป็นลำดับที่ 2 ของประเทศ และได้รับการขึ้นทะเบียนเป็นแหล่งมรดกโลกทางธรรมชาติกลุ่มป่าดงพญาเย็น - เขาใหญ่ ในปี 2548 แต่พื้นที่อุทยานฯ บางส่วนได้ทับซ้อนที่ดินของประชาชนและบางหน่วยงานราชการ จนกลายเป็นประเด็นความขัดแย้งเรื่องสิทธิและที่ดินในพื้นที่มาอย่างต่อเนื่อง รัฐบาลหลายยุคหลายสมัยพยามยามแก้ไขปัญหาดังกล่าว และในช่วงต้นทศวรรษ 2540 คณะรัฐมนตรีได้มีมติในวันที่ 22 เมษายน 2540 ให้ใช้แนวทางปรับปรุงแนวเขตอุทยานแห่งชาติ รวมทั้งที่ทับลาน และเป็นที่มาของการรังวัดเตรียมการ “แนวเขตอุทยานแห่งชาติทับลาน ปี 2543” หากแต่ในเวลาหนึ่งปีต่อมา คณะรัฐมนตรีได้มีมติยกเลิกแนวทางดังกล่าว และให้ใช้ แนวทางการพิสูจน์สิทธิในที่ดินแทน ผ่านมติ ครม. 30 มิถุนายน 2541 ซึ่งได้รับการดำเนินการผ่านนโยบายที่สำคัญๆ รวมทั้งการปรับปรุงกฎหมายต่างๆ มารองรับ ในเวลาต่อมา รวมทั้งนโยบายที่ดินแห่งชาติของรัฐบาลพลเอกประยุทธ์ จันทร์โอชา และพระราชบัญญัติอุทยานแห่งชาติ พ.ศ. 2562 ก่อนที่ผู้ตรวจการแผ่นดินจะรับเรื่องร้องเรียนจากราษฏร และนำเสนอแนวทางการปรับปรุงแนวเขตอุทยานฯ มาใช้เป็นแนวทางแก้ไขปัญหาเฉพาะในพื้นที่อุทยานแห่งชาติทับลานอีกครั้งในปี 2561 เป็นต้นมา รัฐบาลของพลเอกประยุทธ์ อดีตนายกรัฐมนตรี และประธานคณะกรรมการนโยบายที่ดินแห่งชาติ (คทช.) ได้ตัดสินใจเชิงนโยบายผ่านการออกมติคณะรัฐมนตรีในวันที่ 2 กุมภาพันธ์ 2564 รับข้อเสนอของผู้ตรวจการแผ่นดิน และมีมติเห็นชอบอีกครั้ง เมื่อวันที่ 14 มีนาคม 2566 ผ่านการนำเสนอของ คทช. เรื่องผลการดำเนินการปรับปรุงแนวเขตที่ดินของรัฐ และปรับปรุงแนวเขตที่ดินของรัฐแบบบูรณาการ…
