SUMMARY:Monitoring & Evaluation Specialist
DESCRIPTION:PROGRAM SUMMARY: \nThe Monitoring & Evaluation Specialist will be responsible for managing and implementing the monitoring and evaluation country-level activities of its global program funded by the US Department of Labor (USDOL). The project aims to technically collaborate with host governments in reducing child labor through the following three outcomes: (1) strengthened labor and/or criminal legal framework concerning CL\, FL and/or HT; (2) improved enforcement of the labor and/or criminal legal framework\, specifically related to CL and FL; and\, (3) increased coordination among law enforcement and social protection entities \nESSENTIAL RESPONSIBILITIES: \nThe M&E will work in collaboration with the home office M&E Officer to design a project monitoring system for tracking and measuring the government’s capacity to address child labor\, forced labor and human trafficking\, that reflects the country contexts and meets USDOL’s standards. S/he will be responsible for overall monitoring and evaluation of project M&E activities\, developing/designing M&E tools & reports\, and to maintain/keep updated the program database. Specific responsibilities include but are not limited to: \n\nOversee project M&E system\, including the measurement of project indicators\, designing monitoring tools\, setting up the data flow system\, entering data into the database\, conducting data quality assurance and reporting.\nSupport design of strategies and approaches contextualized and aligned to stakeholders needs and priorities and contribute to develop activity and work plans.\nSupport country enforcement and coordination assessments and other research related CL\, FL and HT;\nAssist specific ministries staff to strengthen and maintain data systems\, collect/report on investigations\, prosecutions\, convictions and sentencing\, and assess and address systems gaps;\nMonitor the results of the program’s activities and contribute to periodic evaluations/assessments of specific interventions; contribute to dissemination of results to internal and external audiences.\nManage M&E database\, including logging project stakeholders\, project trainings and meetings\, attendance\, policy status\, and progress reports.\nAssess the achievement of Key Performance Indicators (KPIs) and work with M&E Officer to design Quality Improvement (QI) strategies.\nFacilitate and liaise with the external evaluation contractor.\nCollaborate with the Country Project Manager to prepare all project reports.\nDocument success stories\, promising practices\, and lessons learned for public dissemination.\nHold weekly skype calls with M&E officer in Arlington\, Virginia to report on progress.\nOther duties as assigned.\n\nQUALIFICATIONS: Successful candidates will have solid experience monitoring donor-funded programs a wide variety of stakeholders. Specific experience and specialization in at least two of the following is required: child labor\, forced labor\, human trafficking\, legal reform\, policy advocacy\, child protection and referral mechanisms\, and/or government capacity building. \nEDUCATION: Bachelor’s degree in statistics\, demographics\, public policy\, international development\, economics\, or related field. Master’s degree or bachelor’s plus and advanced certificate in M&E\, statistics\, or economics preferred. \nTechnical: Five years’ professional experience in a M&E position in development projects. \nWork Experience: \n\nExperience in strategic planning and performance measurement\, including indicator selection\, target setting\, reporting\, database management\, and developing M&E and/ performance monitoring plans.\nExperience in planning and managing surveys.\nExperience developing and refining data collection tools.\nExperience managing and providing ongoing training to staff and key stakeholders on data collection\, M&E\, etc.\nExperience with data quality assessments and oversight.\n\nSkills/Knowledge: \n\nKnowledge of the major evaluation methodologies and data collection and analysis methodologies.\nFluency in oral and written Thai and English languages\, is required.\nExcellent written and oral communication skills.\nComputer proficiency in word processing\, spreadsheet\, and presentation software (Microsoft).\nFamiliarity with database and statistical applications such as SPSS\, SAS\, or STATA\, is preferred.x\n\nWinrock is an equal opportunity employer.
