Fellowships are awarded on a competitive basis to qualified candidates under the auspices of the J. William Fulbright Foreign Scholarship Program\, subject to the availability of funding. \nDeadline: June 1\, 2017\nThe Fulbright Program was established in 1946 by the U.S. Congress as a means “to increase mutual understanding between the people of the United States and the people of other countries.” For more than sixty years the Fulbright Program has provided opportunities for foreign nationals to study\, teach\, and pursue research in the U.S.\nTo be eligible\, applicants must: \n\nHave a strong academic background and a record of excellence in previous studies;\nHave completed a Bachelor’s degree from a recognized college or university for those applying to study in the U.S. for a Master’s degree program\, or have a Master’s degree from a recognized college or university for those applying to study in the U.S. for a Doctoral program;\nBe proficient in English (a minimum score of 570 on TOEFL or TOEFL ITP\, or 230 on computer-based TOEFL\, or 88 on internet based TOEFL\, or 7.0 on IELTS);\nDemonstrate the ability to adapt readily to a foreign environment;\nBe in good health and able to undergo a rigorous study program; and\nNot have extensive experience living or studying in the United States.\n\nFulbright Student Fellowship grants provide round-trip transportation to the United States\, as well as tuition fees\, and living expenses for full-time graduate study. DESCRIPTION:Details \nThe goal of the Training of Trainers (TOT) on Result Based Management\, Monitoring and Evaluation (RBM-M&E) is to give the trainers the background knowledge\, skills and practical experience in order to make them capable of delivering the knowledge and technical assistance to the communities and their partners/organizational staff. It also aims at improving management effectiveness and accountability by defining realistic expected results\, monitoring progress toward the achievement of expected results\, integrating lessons learned into management decisions and reporting on performance. \nCourse Objectives: \nAfter completing the TOT on RBM\, participants will be able to: \n\nExplain the concept of RBM and put it into practice by linking it with project designing\, planning\, implantation and evaluation phases.\nUse effective instructional methods.\nDeliver the training and technical assistance components of the Communities That Care system with fidelity.\nFulfill the responsibilities of a certified trainer.\nUnderstand the philosophy and principles of RBM\nDevelop Result Based Indicators\, M&E Plan for their identified projects.\nHave a thorough knowledge and understanding of the Logical Framework Approach (LFA).\nTheory of Change and strategic results framework.\nInsights in different RBM frameworks (e.g. Logical Framework\, Theory of Change).\nBe able to use the Logical Framework Approach in their own fields of work for the planning\, implementation and monitoring of projects\nUnderstand how to apply Results-Based Management throughout the project cycle management.\nThe implications of RBM for your organisation in terms of organisational capacity\, and cooperation with key actors/ stakeholders\nThe use of evidence from monitoring and evaluation in decision-making\nEnsuring quality and accountability in humanitarian and development programmes by focusing on CHS (Core Humanitarian Standards)\n\nRBM is a management strategy by which all actors ensure that their processes\, products and services contribute to the achievement of desired results (outputs\, outcomes and higher level goals or impact). The actors in turn use information and evidence on actual results to inform decision making on the design\, resourcing and delivery of programmes and activities as well as for accountability and reporting. \nDuring the last decade\, result based management (RBM) has gained much influence in international cooperation. \nDifferentiating between Project Cycle Management (PCM) and Results Based Management (RBM) is quite important because of the current uptake of the last. It is very interesting to realize that although RBM is in full congruence with the PCM (and LFA) concepts\, tools and techniques\, it is even more emphasizing on the quality and accountability aspect of service delivery. \nRBM particularly focuses on reporting and corrective action established by assessing Actual Results versus Planned Results. A regular and institutionalized Monitoring and Evaluation system will need to gather information about achievement of Results at any level in the Logical Framework Matrix (Outputs\, Outcome\, Purpose & Overall Objectives). \nRBM has consequences for the entire organisation: for project planning\, monitoring\, evaluation and learning.
