DESCRIPTION:The Public Affairs Section of the U.S. Embassy is pleased to announce the opportunity to compete for 2018-2019 Fulbright Student Fellowships for graduate study in the United States leading to a Master’s or Doctoral degree. Fellowships are awarded on a competitive basis to qualified candidates under the auspices of the J. William Fulbright Foreign Scholarship Program\, subject to the availability of funding. \nDeadline: June 1\, 2017\nThe Fulbright Program was established in 1946 by the U.S. Congress as a means “to increase mutual understanding between the people of the United States and the people of other countries.” For more than sixty years the Fulbright Program has provided opportunities for foreign nationals to study\, teach\, and pursue research in the U.S.\nTo be eligible\, applicants must: \n\nHave a strong academic background and a record of excellence in previous studies;\nHave completed a Bachelor’s degree from a recognized college or university for those applying to study in the U.S. for a Master’s degree program\, or have a Master’s degree from a recognized college or university for those applying to study in the U.S. for a Doctoral program;\nBe proficient in English (a minimum score of 570 on TOEFL or TOEFL ITP\, or 230 on computer-based TOEFL\, or 88 on internet based TOEFL\, or 7.0 on IELTS);\nDemonstrate the ability to adapt readily to a foreign environment;\nBe in good health and able to undergo a rigorous study program; and\nNot have extensive experience living or studying in the United States.\n\nFulbright Student Fellowship grants provide round-trip transportation to the United States\, as well as tuition fees\, and living expenses for full-time graduate study. Community organizing for empowerment is a fine art with people participation as a core value. Although it takes time and the process is complicated\, it warrants serious attention from community change leaders as the outcome is more likely to sustain. Participants will visit some success stories of communities that have gone through this process and learn about how they moved from community organising around single issues\, to a social movement for structural change. SUMMARY:Movie screening “Let’s Love” and discussion with the Director on LGBTQI community in Laos
DESCRIPTION:The LGBTQI community in Laos could be described as “invisible”. Sexual diversity is not criminalized in the country\, but it is far from being fully accepted. At the recent Luang Prabang Film Festival a short documentary was presented that aims to expand public discussion on what is like being LGBTQI in Laos and question societal attitudes towards them. “LET’s LOVE”\, the 30-minutes documentary that will be screened at SEA Junction at 5.30PM on 9 February 2019\, tells the sentimental life of Mai – a young lesbian in a society where she cannot freely manifest her feelings. Through Mai’s complex relationships with her family\, friends and wider society\, the documentary illuminates the discrimination experienced by LGBTQI in Laos. \nAfter showing the film\, there will be an open discussion with the film director Dorn Bouttasing about what inspired her to make this film and what she hopes to achieve.  She will also discuss the conditions of the LGBTQI community in Laos and tell of the reaction the documentary received\, including by government institutions. Thai LGBTQI activist Thanita Wongprasert will then reflect on the documentary and about the lesbian movement in Thailand and more generally Southeast Asia. \nDirector’s Profile \nDorn Bouttasing is the founder and director of Green Laos Community Volunteers (GLCV)\, an organization that advocates for sustainable development in Laos. GLCV conducts community-based research\, and make documentaries about local environmental issues\, raising awareness on the impacts from large-scale development project such as\, hydropower dams\, mono plantation and chemical supply on agriculture. She also consults with the Land Learning Initiative for Food Security Enhancement (LIFE) Project. This is her second film\, after producing a documentary on the Ou River in Laos entitled the “River Changes from Community’s View”. \nCommentator’s Profile \nThanita Wongprasert (called Ninar) has been a youth LGBTI activist since her sophomore year and has been involved in activities to advocate LGBTI rights with local NGOs and international organizations.
