SUMMARY:FROM FEAR TO RESILIENCE: STORYTELLING OF COVID-19 IN SOUTHEAST ASIA  Call for Photo\, Short Video and Art Essays by SEA Junction and Partners
DESCRIPTION:  \n \nThese days we are inundated with photos of deaths\, ICUs and suffering\, creating fear as an incentive to keep us all at home. No matter how well-meaning\, this narrative of COVID-19 remains one-sided and may have many unwanted consequences. We know from the HIV epidemic that fear only changes behavior in the short term and it may cause traumas and prejudices that make it more difficult to learn to live with the virus. This narrative also leads to seeing the ‘other’ as the ‘enemy’ who can potentially infect us\, triggering unnecessary stigma and discrimination that hampers the efforts to control the pandemic. More needs to be done to raise understanding of the rationale of preventive measures and to provide the social and economic means to enable people to apply those. \nLiving through a pandemic with unforeseen reality and unending uncertainties for over a year has created an epidemic of fear. As a consequence\, there have been stigmatization and blaming to infected people\, especially vulnerable population. With the current surges in COVID-19 infection across Southeast Asia\, the fear of contracting the disease remains and is even escalated when the vaccine is in shortage and not accessible to many. They are nervous of not getting timely vaccinated\, not to mention the concern on vaccine’s safety and efficacy. The fear also extends beyond contraction and manifests in socio-economic stress as a result of the pandemic impacts. In particular\, the poor and disadvantaged groups have been hardest hit with a deepening of poverty since the existing inequalities have been exacerbated. \nSEA Junction invites all to make an effort to collectively provide a different visual story of the pandemic in Southeast Asia that shows strength and hope. We believe in the importance of reducing fear and promote informed policy and public discussion with more accurate reporting of the epidemiological realities of COVID-19. We need to show that COVID-19 is also a tale of survival\, resilience and solidarity. \nWe are calling for short stories in the form of photo essays\, short documentaries and illustrated art essays in any language of the region (to be later translated into English) or in English. We will then select\, curate and showcase them in a special section on our online platform and on our social media. We will be also looking for other partners interested in broadcasting these works of resilience. When the COVID-19 situation ease\, we will use the selected visual storytelling works to organize a 2-week long exhibition at BACC. \nPossible topics include but not limited to: \n\ncultural rituals and faith to counter our anxiety;\nexperiences of quarantine (at home or at reserved locations) and survival;\npeople that continue to work in essential services;\nlaborers and migrant workers that keep the economy running by continuing to work in construction\, agriculture\, fishing\, etc.;\nrural and urban community organizing to control the pandemic and provide support to the needy;\ninnovation and adaptation of technology in resource poor settings;\nstrategic intervention to enhance people survival beyond relief;\nand people that fight for social protection and for upholding of privacy and other human rights amidst this pandemic.\n\nNeedless to say\, ethical and safety principles need to be respected in the production of the stories\, and compliance of preventive measures is a must at any time. \nPlease submit approximately 15 photos and/or videos along with short essay to  southeastasiajunction@gmail.com. SUMMARY:The Mekong is Blue and Dried: Visual Storytelling of the Mekong River’s Environmental Degradation Open Call for Photo & Art Essays
DESCRIPTION: \nThe Mekong River is the most diverse in fresh water fishery in the world with the greatest biodiversity after the Amazon. It originates in the Tibetan plateau and flows through mainland Southeast Asia before emptying in Vietnam’s Mekong Delta into the South China sea. The Mekong feeds more than 60 million people who live along its entire route. Among them there are indigenous communities that depend on the Mekong for their natural resource-based livelihoods and as a source of income. Their way of life is today threatened by the ongoing dam-building race since the first dam was built on the Mekong mainstream 20 years ago. \nToday\, eleven dams are planned for the lower mainstream Mekong\, and 300 more are in the waiting on feeder waterways. Cumulative impacts have been felt by the riparian communities living downstream. The first lower Mekong dam Xayaburi in Laos operated for a test run in July 2019 exacerbated the drought in the region. The Mekong water level is at its lowest in 50 years. The second dam on the lower Mekong in Laos (Don Sa Hong) was built against concerns regarding its blocking major channels of migratory fishes to spawn upstream and in the Mekong’s tributary rivers. In particular\, it affects the migration of endangered Irrawaddy dolphins living close to the Laotian-Cambodian border where the dam is also located. \nAdding to the multiple impacts of dams\, the collapse of Xe Pian-Xe Namnoy saddle dams on Xe Kong River which is a tributary of the Mekong River in Southern Laos\, killed at least 40 people and displaced more than 4\,500 people. This was a dark reminder of the threats dams pose on people’s lives and the lack of accountability of multinational corporations. \nThe combination of upstream and downstream dams’ operations has blocked the natural rich nutrients and sediments and the water flow. In late 2019\, the Mekong turned into rare blue color instead of its usual brown. The blue color of the Mekong reflects “dead” for aquatic animals\, other animals that dwell in the Mekong riverbank and millions of people who depend for their livelihood on the biodiversity of the River. \nNetworks of environmental experts\, civil society\, media and academia tireless continue to advocate for environmentally and socially friendly measures for the Mekong River.  They raise questions about the need of such dams in view of other forms of green energy such as solar power\, the extenuating risks associated with hydropower construction\, and the devastating social and economic effects on local populations. \nThis initiative launched by SEA Junction with the support of the Samdhana Institute on 15 June 2020 for a period of three months\, aims to contribute to these ongoing efforts through the creative use of visual documentation and art. We are pleased that the Mekong Environment Forum has offered to partner with us on this and help with promoting the initiative and sharing relevant material. We hope other organizations will also join our effort. \n“The Mekong River is Blue and Dried” initiative calls all those interested and particularly photographers\, artists and organizations working with communities in the Greater Mekong Region (GMS) to share their visual stories. SUMMARY:Rapid Response Research: Call for "Expressions of Interest"
DESCRIPTION:SUMERNET announces a call for Expression of Interest for its rapid response grants. SUMERNET will award three grants in total over the period of its fourth phase under “SUMERNET 4 All” (2018-2023). Funding support will not exceed US$ 42\,000 per research project to be completed within 6-12 months. For this call\, not more than two grants will be awarded in 2020. \nDate of call: 10th June 2020 \nDeadline for application: 31st July 2020 \nOpportunity background\nFourth phase of SUMERNET (SUMERNET 4 All) has the main goal to reduce water insecurity for all in particular for the poor\, marginalized and socially vulnerable groups of women and men in the Mekong Region.\nIn response to the fast-evolving situation of water insecurity across the Mekong countries\, SUMERNET 4 All is launching a rapid response mechanism to fund a rapid research that will provide evidence that directly contributes to ongoing planning or decision-making processes at national or regional levels\, which address challenges being faced and help reduce water insecurities for the poor\, marginalized and socially vulnerable groups of women and men in the Mekong Region.\nThe research priorities of this call are aligned with three research themes below. \n\nwater access\, rights and allocation in times of water insecurity;\ngovernance and management of water-related disaster risks;\ntransboundary interactions with water systems.\n\nExpedited timelines apply throughout process to ensure delivery meets rapid response need. It is expected that contracting and start-up of successful project is equally expedited. Research project leader and team members are required to treat the award(s) arising from the call with utmost urgency. \nDetails of this call\nThe format of applications is based on a shortened version of the well-established SUMERNET 4 All collaborative research funding instrument. We emphasize that applications with involvement of policy makers and planners\, and practitioners and marginalized women and men are particularly welcome\, as are those lead or co-lead by women. \nSuccessful application will have to fulfil following aspects:  \n\nAddressing current challenges on water insecurity significantly important for the Mekong Region\, in line with at least one of research themes of SUMERNET 4 All. \nDirectly contributing to ongoing planning or decision-making processes at national or regional levels to help reduce water insecurities for the poor\, marginalized and socially vulnerable groups of women and men in the Mekong Region.\nRapid response research covers whole of  the Mekong region or at least two countries at the study area.\nA multidisciplinary research approach that includes gender and social equality\, human rights\, conflict sensitivity\, and governance and poverty reduction as key targets.\nEngagement with a diverse group of team members in the project that represent diverse genders\, ages\, races and are at different stages in their research career is an advantage\, specifically if the project has a female lead.\nEnd beneficiaries of this rapid response research are the marginalized and most vulnerable groups in the Mekong Region. \nLead agency and Team Leader have extensive experience and proven capacity to manage the grant that engage with interdisciplinary experts in water sector for the Mekong Region. \nProject team has proven experience and expertise to carry out proposed rapid research.\nProviding letter of support or request from target user(s) of future research findings to certify that there is real need for this research while not compulsory will certainly be an advantage.   \n\nOutputs and requirements\n\nOne English manuscript for submission to an international journal \nAt least one public product (e.g. blog\, video\, Op-Ed\, etc)\, with at least one product involving marginalized and vulnerable communities\nOne project report or other appropriate product including research findings and recommendations\, which will directly use to inform ongoing planning or decision-making processes as earlier identified\nOne policy engagement event  \nAll activities and outputs must be completed within a period of 6-12 months \n\nWho can apply?\nLead Applicant (LA) needs to demonstrate that she/he has the skills\, knowledge and supports necessary to direct the proposed research and to be actively engaged in carrying the research through its completion. The LA will need to show appropriate evidence of expertise and experience matched to the nature and context of research project. SUMMARY:2020 UNESCO Asia-Pacific Awards for Cultural Heritage Conservation
DESCRIPTION:UNESCO introduces new recognition for the contribution of cultural heritage to sustainable development in the Asia-Pacific region. \nDeadline\nThe deadline for the receipt of materials is 31 July 2020. \nSubmissions are now being accepted for the 2020 UNESCO Asia-Pacific Awards for Cultural Heritage Conservation. \nIn the upcoming cycle\, UNESCO introduces the “Special Recognition for Sustainable Development” and an updated set of Awards criteria to acknowledge more prominently the role and contribution of cultural heritage to sustainable development within the broader framework of Agenda 2030. \nThe UNESCO Asia-Pacific Awards for Cultural Heritage Conservation recognizes exemplary efforts by individuals and organizations to restore or conserve structures\, places and properties of heritage value in the region. It encourages other property owners to undertake conservation projects within their communities\, either independently or by seeking public-private partnerships. \nSince 2000\, the Awards have recognized 249 winners from 22 countries for their thorough understanding of the places\, sound technical achievements\, and significant social and policy impacts at the local\, national and regional levels. By recognizing these practices\, the Awards have contributed to meaningful achievements in changing the conversation about what constitutes cultural heritage\, who has a stake in its stewardship\, and how cultural heritage can contribute to the sustainable well-being of cities\, societies and the environment. \nIn 2019\, UNESCO celebrated the 20th anniversary of the Awards programme through a regional event involving the conservation community in the Asia-Pacific region\, including past winners\, Jury members\, heritage practitioners\, academics\, local governments and stakeholders. The event reflected on the Awards programme’s 20 years of experience and provided an opportunity for the conservation community and wider public to envision the future together with a shared responsibility for cultural heritage conservation. It was agreed during this event the importance of addressing the future issues facing heritage and sustainability\, particularly with connection to the Sustainable Development Goals and the New Urban Agenda. \nAward Categories\nWinners will be announced in November 2020 in the following levels of achievement: Award of Excellence\, Award of Distinction\, Award of Merit \, Award for New Design in Heritage Contexts and Special Recognition for Sustainable Development. \nThe Award of Excellence is the highest recognition presented to projects that display exceptional achievement in all criteria and has major catalytic impact at the national or regional level. The Award of Distinction is given to projects that demonstrate outstanding achievement in all criteria and has a significant impact at the national or regional level\, while the Award of Merit recognizes projects that demonstrate superior achievement in all criteria. \nThe Award for New Design in Heritage Contexts is given to newly built projects that demonstrate outstanding design that is well integrated into historic contexts. Submissions of completed new architecture and designs that enrich the existing heritage setting are encouraged. Building annexes\, as well as new extensions\, new buildings\, new public spaces and new structures\, such as bridges\, are all eligible for consideration. \nThe Special Recognition for Sustainable Development is being introduced in the 2020 Awards cycle to recognize projects that demonstrate noteworthy achievement in the Awards criteria and have a significant impact in contributing to sustainable development. Projects that are submitted to either the conservation or the New Design category of the Awards programme are eligible for receiving this recognition. \nEligibility Criteria\nEligible projects must have been completed within the last 10 years. Houses\, commercial and institutional buildings\, historic towns and villages\, archaeological sites and cultural landscapes\, for example\, are all suitable for entry. Projects must demonstrate private sector involvement\, per the Awards regulations. \nHow to Apply\nEntries for the 2020 Awards programme are required to submit the entry form online before deadline. As heritage buildings and properties are largely in private ownership\, the role of private individuals and institutions in protecting these vulnerable sites is paramount. Recognizing this\, UNESCO seeks to encourage private sector involvement and public-private collaboration in conserving the region’s cultural heritage for the benefit of current and future generations. \nSince 2000\, UNESCO Asia-Pacific Awards for Cultural Heritage Conservation have been recognizing the achievement of the private sector and public-private initiatives in successfully conserving or restoring structures\, places and properties of heritage value in the region. There are two categories for recognition\, of which are the Awards for Cultural Heritage Conservation category and the Awards for New Design in Heritage Contexts category. \nAward Categories\nWinners will be announced in November 2020 in the following levels of achievement: Award of Excellence\, Award of Distinction\, Award of Merit\, Award for New Design in Heritage Contexts and Special Recognition for Sustainable Development. \nThe Award of Excellence is the highest recognition presented to projects that display exceptional achievement in all criteria and has major catalytic impact at the national or regional level. The Award of Distinction is given to projects that demonstrate outstanding achievement in all criteria and has a significant impact at the national or regional level\, while the Award of Merit recognizes projects that demonstrate superior achievement in all criteria. \nThe Award for New Design in Heritage Contexts is given to newly built projects that demonstrate outstanding design that is well integrated into historic contexts. Submissions of completed new architecture and designs that enrich the existing heritage setting are encouraged. Building annexes\, as well as new extensions\, new buildings\, new public spaces and new structures\, such as bridges\, are all eligible for consideration. \nThe Special Recognition for Sustainable Development is being introduced in the 2020 Awards cycle to recognize projects that demonstrate noteworthy achievement in the Awards criteria and have a significant impact in contributing to sustainable development. SUMMARY:International Virtual Conference: “Women in Indonesian Film and Cinema”
DESCRIPTION:About the Conference \nThis virtual conference is part of stakeholder dissemination and consultation in the Gender-Disaggregated Data Collection Project in the Indonesian Film Industry. This data collection involves KAFEIN (Association of the Indonesian Film Scholars) to conduct research and UNESCO – Japanese Funds-in-Trust as part of efforts to support the diversity of cultural expressions in the Southeast Asian film industry\, assisted by the Indonesian Film Agency (BPI) in coordinating with film stakeholders. The conference papers will be presented in a video format\, which will be open until August 31\, 2020. The papers will be published in the journal Women’s Arm. \nThe theme “Women in Film and Indonesian Cinema” was chosen to see the balance of opportunity for women filmmakers and the effect of that balance on the resulting film works. At first glance\, Indonesian film looks gender-friendly: female producers fly and become people who influence public opinion\, but in statistics\, the number of female filmmakers and their work is not comparable to male filmmakers and their films. Another thing is the confidence of women-friendly film content formed by female film creators showing a better trend of gender equality. Is it really like that on the ground? How strong is the authority of female filmmakers? How big is the chance for women to hold important positions such as director\, producer\, scriptwriter\, camera person\, sound person\, art director\, or editor? What are the opportunities for women to get support in the form of awards\, investments and funding\, or film scholarships? What are the possibilities and opportunities that are open in film school? What is the difference in opportunities at school and in the world of work? Are opportunities for film professors equal for all genders? At our conferences in Melbourne\, Hanoi\, Honolulu\, Thai Nguyen\, Oregon\, Bac Ninh\, Ho Chi Minh City\, An Giang\, Phan Thiet and Leiden\, EWV has crisscrossed the globe to bring together scholars who examine\, from multidisciplinary perspectives\, the tremendous changes taking place in Vietnam as it develops and integrates into the world. \nAt the same time that the EWV conferences have focused on Vietnam\, they have also always welcomed contributions from scholars who focus on other countries and societies so as to benefit from comparative insights. Given that Vietnam chairs ASEAN in 2020\, we feel that this is an opportune moment to emphasize the comparative element that has always been an important component of EWV by expanding the focus for the 12th Engaging With Vietnam conference to cover the theme of “Engaging With Vietnam\, ASEAN and Brunei: Mobilities and Identities in an Age of Biocultural Transformation.” \nMany of the issues that Vietnam currently faces are shared by its fellow ASEAN partners. At the broadest level\, the entire ASEAN region\, like much of the rest of the world\, is witnessing the ever-increasing mobility of people\, goods and ideas at a time when the environment is being ever-more-intensely transformed by humans and climate change. Meanwhile\, in the midst of all of these dramatic transformations people are seeking to find ways to ground themselves through their sense of identity and belonging. The concept of the ‘biocultural’ is a way to connect broader environmental questions with the everyday actions and imaginations of citizens in Vietnam and ASEAN. \nIn this 12th Engaging With Vietnam conference we invite participants to reflect on these conditions and to submit proposals for papers that address any aspect of the conference theme from any disciplinary perspective by focusing on Vietnam\, an ASEAN society\, or an issue that looks comparatively at Vietnam and another ASEAN society (or societies). \nThis 12th Engaging With Vietnam conference will be held at the Universiti Brunei Darussalam (UBD). UBD is an ideal location for this conference as it embodies many aspects of the conference theme. Situated at the heart of ASEAN on the island of Borneo\, the University exemplifies the mobility that is central to our contemporary lives as it annually ranks 1st in the QS ratings for outbound and inbound student mobility\, and is the only ASEAN university to maintain a campus in another ASEAN country\, the UBD-FPT Global Centre in Da Nang. Second\, in terms of establishing a sense of identity in a time of change\, Brunei has succeeded admirably in maintaining a balance between upholding the values of a distinctly Bruneian sense of identity while simultaneously encouraging its population to adapt to the demands of the 21st-century global age. Interacting with the audience is highly encouraged.\nProposals for a panel/symposium/colloquium session are within 500 words\, specifying the overall focus\, key points and arguments\, insights and methodological issues\, and how each individual presentation is linked to the whole session. Together with this up to 500-word overall proposal\, a up to 300-word proposal for each individual presentation is also required.\nPanellists of each panel/symposium/colloquium session usually propose a chair and a discussant at the time of submission. The chair is often the moderator as well. Participants agree on a specific topic to discuss and debate. Each person is given equal right and time to participate\, and as such no one should dominate the discussion. This format is facilitated and illustrated by the idea of a circular layout referred to in the term round table.\nProposals for this type of sessions are within 500 words\, specifying the overall topic/issue\, key points and what to be discussed and debated\, and how each member contributes and what each brings to the whole discussion.\nThe maximum time for a Roundtable Discussion is 120 minutes\, and the maximum number of members is 10 for each session. You may request multiple sessions if the number of participants is more than 10 and if the topic under discussion requires extensive engagement. SUMMARY:Call for Entry: Bangkok ASEAN Film Festival 2020
DESCRIPTION:Bangkok ASEAN Film Festival 2020\, organized by Thailand’s Ministry of Culture\, aims to promote the film of Southeast Asia to acquire a more prominent status in the international film community and to foster a co-operation between the regional film industry and other film industries around the world. The 6th edition of the festival will take place from September 3 to 6\, 2020. \nAs is the case everywhere in the world\, the coronavirus outbreak has affected the preparation of this year’s event. Hence the festival will adjust the format and will present a hybrid event comprising of both on-site and online activities\, to comply with the social distancing norm but also to maintain our goal of promoting and strengthening filmmakers from Southeast Asia. \nBesides film screening\, the festival this year invites filmmakers from the region to submit short films and feature-length film projects to participate in the following activities: \n  \nASEAN SHORT FILM COMPETITION \nThe festival opens for submission of short films made by filmmakers in Southeast Asia. The film must be under 30 minutes and must be completed no earlier than 1 June 2019\, and has not been shown in Thailand before.
