ในปี 2565 กว่า 160 ประเทศทั่วโลกไดล้งมติรับรอง UNEA 5/14 เพื่อพัฒนามาตราการที่มีผลผูกพันธ์ทางกฎหมายเพื่อยุติมลพิษพลาสติก (สนธิสัญญาพลาสติกโลก) โดยมติดังกล่าวเสนอกรอบเวลาสองปีสำหรับการประชุมคณะกรรมการเจรขาระหว่างรัฐบาล (INC) ทั้งหมด 5 ครั้ง โดยกําหนดจัดการประชุมครั้งสุดท้ายในเดือนพฤศจิกายน 2567 ที่เมืองปูซาน สาธารณรัฐเกาหลีเพื่อจัดทํามาตราการให้แล้วเสร็จ อย่างไรก็ตามแรงต้านจากกลุ่มประเทศที่พึ่งพาอุตสาหกรรมปิโตรเคมีทําให้ไม่สามารถบรรลุร่างข้อตกลงสุดท้ายได้ แต่ในขณะเดียวก็ยังมีกันกว่า 100 ประเทศที่ต้องการมาตราการที่เข้มแข็ง ได้ร่วมกันแสดงจุดยืนปฎิเสธการรับสนธิสัญญาที่ไม่มีความเข้มงวดเพียงพอ ในช่วงปิดการประชุม INC-5 ประธานการประชุมจึงประกาศขยายเวลาการเจรจาเพิ่มเติม โดยถูกเรียกโดยทั่วกันว่า INC 5.2 โดยยังไม่กําหนดสถานที่หรือช่วงเวลาที่แน่นอน งานเสวนา “ไปกันต่อ INC 5.2: ยังไงดีสนธิสัญญาพลาสติกโลก” จึงจัดขึ้นเพื่อสรุปสิ่งที่เกิดขึ้นในการประชุม INC-5 ที่ผ่านมา โดยมีผู้ร่วมเสวนาจากผู้แทนจากกรมควบคุมมลพิษ ในฐานะหัวหน้าคณะผู้แทนเจรจา INC-5, ผู้แทนจากมูลนิธิความยุติธรรมเชิงสิ่งแวดล้อม, มูลนิธิบูรณนิเวศ และ Greenpeace ประเทศไทย ในฐานะผู้เข้าร่วมสังเกตการณ์ INC-5 และดำเนินรายการโดยคุณวิภาพร วัฒนวิทย์ บรรณาธิการ Decode.plus เพื่อร่วมแลกเปลี่ยน วิเคราะห์สาเหตุที่การประชุมล้มเหลว ร่างสนธิสัญญาฉบับล่าสุด และแนวโน้มของการประชุม INC 5.2 ที่กําลังจะมาถึง โดยคําถามสําคัญ คือการประชุมครั้งที่ 5.2 จะเป็นครั้งสุดท้ายหรือไม่ เราจะมีสนธิสัญญาพลาสติกโลกไหม และโลกควรจับตามองประเด็นไหนบ้าง งานเสวนา “ไปกันต่อ INC 5.2: ยังไงดีสนธิสัญญาพลาสติกโลก” จะจัดขึ้นในวันที่ 11 กุมภาพันธ์ 2568 เวลา 10.00 – 12.00 น. และจะมีการดำเนินรายการเป็นภาษาไทย…

Background A large number of manuscripts in the Mon language are kept in the temples of the Thai- Mon community who lives in the provinces surrounding Bangkok.
