The Institute for Population and Social Research (IPSR) at Mahidol University conducted a study on immigration and migrant workers, led by Emeritus Professor of Demography Apichat Chamrasritthirong. สถาบันวิจัยประชากรและสังคม มหาวิทยาลัยมหิดล ทำการศึกษาเกี่ยวกับการย้ายถิ่นฐานและแรงงานข้ามชาติ โดย นักประชากรศาสตร์ ศาสตราจารย์เกียรติคุณ ดร.อภิชาติ จำรัสฤทธิรงค์ กล่าวว่า สถิติการฉายภาพ(projection) ยืนยันว่า ปัจจุบันจนสิ้นสุดศตวรรษที่ 21 ประเทศไทยเป็นประเทศอันดับที่สองรองจากประเทศญี่ปุ่น ที่จะมีจำนวนประชากรลดลงจากปัจจุบันมากกว่าครึ่งหนึ่ง คือ เหลือเพียง 30 กว่าล้านคนเท่านั้น  นี่แสดงถึงวิกฤตเศรษฐกิจและมาตรฐานการครองชีพของเรา หากเราไม่สามารถรวม แรงงานมืออาชีพต่างชาติ (professional foreign workers) ผู้อพยพ (immigrants/refugees) และ แรงงานข้ามชาติ(migrant workers) เป็นประชากรวัยทำงานของเราได้ ในปี 2544 สหประชาชาติได้เสนอนโยบายการย้ายถิ่นทดแทน (replacement migration) ให้เป็นเครื่องมือทางประชากรกับประเทศที่เริ่มมีปัญหาอัตราการเกิดต่ำ โดยประเทศพัฒนาแล้วที่ปัจจุบันมีอัตราการเกิดต่ำกว่าระดับทดแทน เช่น สหราชอาณาจักร เยอรมนี สหรัฐอเมริกา แคนาดา ออสเตรเลีย โดยผ่านการตรวจคนเข้าเมืองอย่างผ่อนคลาย เมื่อสิ้นศตวรรษที่ 21 นี้  ประเทศเหล่านี้กลับจะมีประชากรเพิ่มขึ้น เพราะประเทศเหล่านี้มีนโยบายและกำหนดเป้าหมายจำนวนคนเข้าเมืองอย่างชัดเจนมาโดยตลอด และดำเนินนโยบายการย้ายถิ่นทดแทนมาเป็นเวลานาน ก่อนสหประชาชาติได้เสนอนโยบายดังกล่าวอีกด้วย ดังนั้น ประเทศไทยควรดำเนินนโยบายการย้ายถิ่นทดแทน ด้วยการตั้งเป้าจำนวนประชากรต่างชาติเพื่อให้ได้สัญชาติไทยปีละ 200,000 คน ใน 80 ปี จะได้ประชากรไทยเข้ามา 16 ล้านคน เท่ากับการทดแทนประมาณ 50% ของประชากรที่หายไป และการรับประชากรอพยพ (immigrants) ไม่จำเป็นต้องทดแทนทั้งหมด 100% เพราะประเทศสามารถใช้นโยบายอื่นๆ ร่วมด้วยได้ เช่น การสร้างสังคมผู้สูงอายุที่มีศักยภาพ การพัฒนาแรงงานอย่างจริงจัง การเลื่อนอายุเกษียณ และการใช้เทคโนโลยีรวมทั้งหุ่นยนต์และปัญญาประดิษฐ์ ตลอดจนการแบ่งปันทรัพยากรแรงงาน กันในระบบภูมิภาค เช่น…

At the beginning of the 20th century, there were more than 100,000 wild elephants living in Thailand. By the early 2000s, fewer than 3,000 remained nationwide as extensive poaching, logging and encroachment into forests severely impacted the population. These actions had put Thailand’s national animal, the elephant, on the endangered species list.
